We know that the IR repeater system still does not work when the TV is off so that rules out the LCD. Make sure that your motherboard drivers are updated also, especially the USB drivers. I believe the IR Receiver is at the bottom of the TCL logo. Both the TV & cable box are running now. Since driver version 275, the emitter and stereo drivers are included with each new driver version and must match. That tells me an external IR emitter would work too if one had one. An RF remote would communicate wirelessly with a 'base station' that you would locate near the cable box that then sends IR down an emitter to the cable box. I connected my MonoPrice IR Repeater using a 3.5mm Female to 2.5mm male to the Harmony Hub & from the Hub to my TV & cable box with a 3.5mm 2 lead stereo emitter. Also tried unplugging TV and plugging it back. There is a very small IR receiver board in the TV (approx 0.4" x 2.25") which is located in the lower right side corner of the TV (as you face the screen). I don't know how long a 3.5mm cable the IR repeater will work with or the Hub. So all my connections are working fine. I tried Dell's suggestion above, downloaded the driver and installed, but the installation failed. I then tried Dell Support Assistant, but it failed to install too. There is nothing blocking the path to the TV. I can see the IR light coming from the remote. The sumptom was the TV would respond intermittently to IR commands from my Cable and harmony remotes but would work ok using the TV remote which was paired to the TV using Bluetooth (not IR).
